The hottest new EU regulations on plastic material

  • Detail

The implementation of the new EU regulations on plastic materials and products is imminent, and China needs to actively respond to it.

it is reported that the European Commission announced the implementation of regulation No. 1 on 10/201 of plastic materials and products in contact with food on March 24, 2014. After a buffer transition period of nearly one year, it will be officially implemented on March 25 this year. Plastic materials and products in the EU market may be removed from shelves or notified because they do not meet the requirements of the new regulations

the Inspection Bureau reminds that plastic exports need to avoid new risks.

the person in charge of Panyu inspection and Quarantine Bureau said that at present, there are nearly 30 plastic products enterprises that export plastic products in contact with food in Panyu District, most of which are small and medium-sized enterprises, with uneven management level, small export scale, relatively single products, and mainly disposable plastic products. In order to change this dilemma, tableware, sauce bottles and other hotel supplies, plastic kettles, etc, It is mainly exported to the United States, Australia, the European Union and other countries and regions. In the first half of 2014, our district exported 17.78 million US dollars of plastic products in contact with food, of which 3.62 million US dollars were exported to the European Union

in recent years, the European Union has frequently formulated and updated technical regulations and standards for food contact plastic products, and the pressure on export enterprises is increasing. The safety of food contact materials will become another "green barrier" to clamp down on export enterprises. The export enterprises in Panyu District have also occasionally been notified by the EU due to their incomplete understanding of EU regulations and improper use of testing standards

this new regulation is the second revision of regulation 10/2011 since it replaced the EU plastics directive 2002/72/ec in 2011. The main revisions include: first, two new monomers that can be used to manufacture food contact materials; Second, the specific migration limit of dicyandiamide monomer is 60mg/kg; Third, the restriction of the original substance 1,3-phenyldimethylamine was changed from the single migration restriction to the joint restriction with the new substance m-phenyldimethylisocyanate, with a specific total migration of 0.05mg/kg; Fourth, the restriction description has been updated

Panyu inspection and Quarantine Bureau suggested relevant export enterprises: first, carefully study and master the requirements of the new EU regulations. Be highly sensitive to EU regulations and limits. At the same time, we should pay close attention to the early warning information issued by the Chinese government and relevant departments, strengthen the inspection and inspection. 1. Graphene testing, strictly audit and check, and reduce the recall risk. Strengthen communication with EU customers, and get more relevant information from foreign customers in time. Second, attach great importance to food contact with raw materials. Strictly control the source of raw materials, build a safety and health assurance system focusing on "raw and auxiliary material procurement - raw material account management - injection molding link risk control - factory safety and health control", establish and improve the fixed-point procurement system of key raw and auxiliary materials, regular inspection and verification system and raw and auxiliary material change report system, and trial produce the raw materials, new processes, new formulas and new machine types used for the first time and test the safety and health control items. Third, reasonably update the food contact materials. Phase out high-risk materials. Actively organize the guidance and training of testing technology to reduce the blindness of work, improve the accuracy of testing and avoid export risks
