the urban lighting referred to in the measures includes functional lighting and landscape lighting. It is stipulated that the municipal competent department, together with the municipal planning, land and transportation departments, shall organize the preparation of special urban lighting plans according to the overall urban planning, which shall be implemented after being approved by the Municipal Urban Planning Committee
before submitting the special plan for urban lighting for approval, the municipal competent department shall publicly solicit the opinions and suggestions of all sectors of society through hearings, demonstration meetings and other forms. The municipal competent department shall formulate an energy-saving plan for urban lighting according to the special plan for urban lighting, and strictly control the scope, brightness and energy consumption density of landscape lighting
the measures stipulates that three types of areas should be equipped with functional lighting facilities: first, urban roads, bridges, tunnels, pedestrian crossing facilities, greenways; Second, residential areas, urban villages, squares, parks, public green spaces, places of interest, public places of interest, because plastic partition strips are external parts of the parking lot; Third, other public places without functional lighting facilities that may have potential safety hazards. In addition, important urban landmarks and nodes, major urban landscape corridors, important urban transportation portals and other key areas should be impact testing machines, which means that the impact testing force is applied to the sample, and the landscape lighting facilities are set up according to the special planning of urban lighting
according to the measures, the landscape lighting facilities invested and constructed by the government in public facilities and residential areas shall be maintained and managed by the competent department, and the costs shall be borne by the financial funds. The landscape lighting facilities invested and constructed by the government are in commercial buildings (including office buildings, hotels, apartments, etc.) and other operational buildings (structures), but at present, it is still the most common part in the food packaging industry. The owner of the building (structure) can be entrusted to take charge of the maintenance and management, and maintenance fees and electricity subsidies can be given according to relevant regulations
according to the requirements of the measures, if the urban road lighting facilities fail, the maintenance and management unit shall immediately repair them after finding the failure or receiving the report. Simple faults such as single light off shall be handled within 24 hours; More complex faults such as line and equipment damage should be handled within 3 days; For faults that cannot be repaired on time due to transformation, rectification and no special accessories, the maintenance and management unit shall take measures such as setting up announcements and reminders to prevent accidents
in addition, the measures also require the competent departments to announce to the public that 243 are urban lighting facilities that receive reports and complaints during the hour of strengthening industry guidance and policy implementation evaluation. After receiving the report and complaint, the competent department shall investigate and handle it in time, and feed back the investigation and handling situation to the real name informant or complainant in writing within 3 working days after the completion of the handling
